I visited this facility

Dale Commons was very clean, neat and updated. It's a very nice community and the staff was very friendly. There are a few staff more around than the other places I visited, and they seem very nice. They had a flyer type thing that showed the calendar of activities which still has social distancing. It looked like they had more activities going on. The facilities and the rooms were updated, they were very nice like the carpets, and I saw 2 rooms. Like the dining area and all the different areas that the residents could go to, they even had these plastic things that would keep the residents separated, they did not seem shut down. It just didn't seem so ghost town like even though they have accommodations for COVID, it did not change a terrible amount. They have things in place but people are still functioning nicely. The building itself was very nice.

I love Dale Commons. I would strongly consider sending someone there. The staff was excellent, and the man who toured me was great. We had lunch there, and the meals were great. The rooms were terrific. The whole facility was great. We looked at a studio and a one-bedroom.

We chose Right at Home Modesto/San Joaquin for my dad because they were the most responsive and very pleasant to work with. The caregiver is amazing. She is caring, thorough, thoughtful, and very personable. They've been very prompt with everything.

I am a friend or relative of a current/past resident

Stratford at Beyer Park is excellent. The director is phenomenal. Everybody looks out for my mom. I've been very happy. It's like a hotel. The dining area is like a restaurant where you sit down and there are menus. There's entertainment, activities and they take them on trips. They are phenomenal and the place looks new. They really pride themselves on doing things right, and I've never, not one time, walked in the place and smelled urine or feces. It's not like that because it's a very nice place.

I was accommodated by Lana at Pacifica Senior Living Modesto very well, and she took me to all the areas, explained everything, showed me a couple empty rooms they had, and I was fine with the tour. The place was very nice and clean.

I visited this facility

Pacifica Senior Living Modesto was all memory care. The staff was very nice. It was clean, and the place seemed nice. I was just absolutely appalled with the kind of residents they have and the kind of measures they have to take. I would feel comfortable putting there someone that needed to go in to memory care. I saw the rooms, the common areas, the living areas, and the places where they ate. They didn't have one big dining room. We also saw some of the outside areas. The staff was very helpful, answered a lot of questions, and gave us a lot of good information. Cleanliness was great.

I am a friend or relative of a current/past resident

My friend has been in Stratford at Beyer Park for a month and a half now and I am beyond pleased. The staff is incredible, very attentive, and wonderful. I couldn't ask for more. They have assisted living and memory care at the same location. Everyone has been very friendly and very helpful. Cleanliness is great. They help her with her laundry, clean the rooms once a week, and make her bed every day. Their meals are good. She has gained 10 pounds since she has been there. She does not participate in very much, but there's always something going on. They have movies and trips, and they would take her down to visit with some other ladies and have coffee. It's worth the money that we're paying. I couldn't be more pleased with them.

Pacifica Senior Living was amazing. Their menu and kitchen were amazing, and all of their staff was super friendly and obviously very caring. They all knew their residents very well. Lana gave us 3 separate tours for different family members who also wanted to see it. She followed up consistently and personally with us, and she came really invested in us right away. We did not end up using the place because we couldn’t afford it, but she still calls to check on us.

I visited this facility

Stratford at Beyer Park is a lovely and clean place. The young lady who showed me around was very efficient. The people were kind enough to show me their rooms and they seemed very nice. The grounds are clean and there are no uncooperative smells. The occupants of the establishment seemed to be having a good time and playing some sort of game in whatever room it was. They were accommodating there. I saw their one-bedrooms, but they do not have cottages. They only have two-bedrooms at the most. Their location is very accessible and not difficult. The staff is lovely and accommodating.

When seniors devise their long-term care plan, they should consider the type of care they need. This factor influences the cost of care more than any other, and California is no exception. In Modesto, for example, the monthly costs of home care ($4,576) exceed the costs of assisted living ($3,200) by more than $1,300 per month. For seniors with a limited budget or extensive needs, the low costs of assisted living may win out over the comforts of home care. Financial Assistance for Assisted Living in Modesto

Medicaid in California

California’s Medicaid program, Medi-Cal, provides low-income residents with comprehensive health coverage. To qualify for the Medi-Cal program, seniors must not exceed certain income limitations. For individual seniors, the maximum income level is $16,146 per year. For seniors living in two-person households, the maximum income is $21,892. Potential applicants over the age of 65 must also be currently residing in California and be a U.S. citizen, permanent resident or legal alien. Seniors who are SSI recipients or enrolled in a state refugee program automatically qualify for Medi-Cal.

If seniors qualify for Medi-Cal, they receive access to a variety of outpatient, emergency, hospital, mental health, prescription and rehabilitative services. Medi-Cal also provides dental and vision services, including dentures, dental implants and routine eye exams. While the program covers some forms of long-term care, such as skilled nursing facility services and personal care services, it does not include assisted living facilities. Most California seniors who reside in assisted living facilities pay their costs out of pocket. The few financial assistance programs will be discussed in greater detail below.

Seniors who don’t meet the income requirements for Medi-Cal may be able to receive benefits via the share-of-cost program. When enrolled in this program, seniors incur a monthly shared cost of health care expenses before they receive financial assistance from Medi-Cal.

Other Financial Assistance Programs for Assisted Living

Assisted Living Waiver

The standard Medi-Cal program does not cover the costs of assisted living facilities, often referred to in California as Residential Care Facilities for the Elderly. In the 2000s, the California Department of Health Care Services established the Assisted Living Waiver pilot program to redress this situation. The ALW started in three counties and has since expanded to include 15 counties across California, spanning from San Diego to Sonoma. Unfortunately, the ALW has not yet expanded into Stanislaus County, so seniors cannot use the ALW to finance the costs of assisted living facilities in Modesto. However, Modesto seniors can still apply to the program if they’re willing to move to a facility in one of the approved counties.

The ALW seeks to give seniors with significant health needs access to community-like settings. To meet the eligibility requirements, seniors first need to qualify for full-scope Medi-Cal — seniors with share-of-cost coverage are not eligible for ALW. Seniors must also demonstrate that they require the level of care provided by a nursing home. Medi-Cal Care Coordination Agencies oversee the approval process. A registered nurse assesses every applicant’s health needs. Seniors enrolled in the ALW program have access to three waiver benefits: assisted living services, care coordination and nursing facility transition care coordination.

Supplemental Security Income

Seniors who qualify for Medi-Cal may also be eligible for California’s Supplemental Security Income, which provides low-resource seniors with a guaranteed monthly income. Seniors who receive SSI are automatically enrolled in Medi-Cal.

California’s SSI program offers a special rate known as the Non-Medical Out-of-Home Care Rate. The NMOHC stipulation provides a larger monthly income to seniors living in an out-of-home facility, including assisted living facilities. This helps seniors fund the monthly costs of their preferred out-of-home care treatment.
